I've checked on some ohter sites which say to try and check if you have a backup copy in the dllcache folder (C:\WINDOWS\system32\dllcache) and if so, replace it in the usual If the issue persists in Clean Boot, please create a new user account and see if the issue occurs.   In the meantime, please check the Event Log in the system
